In 2019, the fiscal revenue of Guangxi Zhuang autonomous region was 296.92 billion yuan ($42.57 billion), a year-on-year increase of 6.4 percent, of which the general public budget revenue and expenditure were 181.19 billion yuan and 584.9 billion yuan respectively, a year-on-year increase of 7.8 percent and 10.1 percent.
The fiscal operation of the whole year remained stable and positive, with the fiscal revenue growth rate being 1.4 percentage points higher than expected at the beginning of the year. The general public budget revenue completed 106.3 percent of the budget, and the general public budget expenditure achieved double-digit growth.
The region has taken multiple measures to implement the policy of reducing taxes and fees. It is estimated that the annual increase in tax and fee reductions will exceed 40 billion yuan, of which 29.6 billion yuan covers tax reductions, 2.3 billion yuan covers fees reductions, and 8.48 billion yuan covers social security payments reductions.
The city- and county-level expenditures were 491.96 billion yuan, a year-on-year increase of 12.4 percent, accounting for 84.1 percent of the region's total fiscal expenditure. The annual expenditure of Guangxi for peoples' livelihoods accounted for 80.2 percent, exceeding 80 percent for seven consecutive months.
As of Dec 31, 2019, Guangxi has received a total of 285.8 billion yuan of transfer payments from the central government, an increase of 9 percent over the previous year. Among them, transfer payments for key ecological zones, poverty alleviation funds, and old revolutionary base areas rose significantly.
