South China's Guangxi Zhuang autonomous region issued the Measures to Fighting against the Novel Coronavirus Epidemic and Promoting Stable Economic Development on Feb 7 to ensure that the region can realize economic and social development goals and tasks throughout the year.
A total of 30 specific measures were proposed to help enterprises resume work, encourage farmers to prepare for spring planting, and boost consumption. These measures will be implemented until June 30, 2020.
For SMEs affected by the novel coronavirus epidemic outbreak, Guangxi has extended the collection period of endowment insurance, unemployment insurance, and work injury insurance premiums until the end of June 2020, during which employees can enjoy various social insurance benefits normally. Key enterprises in epidemic prevention and control will be given financial discounts.
Guangxi will strengthen the production and management of fruits and vegetables, ensure the supply of materials like seeds and seedlings, fertilizers, and pesticides, as well as agricultural machinery and films. Grain producers will be subsidized according to the planting areas. In addition, a minimum of 2,500 tons of frozen pork should be put on the market in the region before the end of February.
Guangxi will also subsidize for-profit service enterprises. Large-scale supermarkets and wholesale markets will be operated to ensure a stable supply of daily necessities. The region will also support restaurants and commercial supermarkets to carry out online ordering and "contactless delivery" service.
Other relevant measures also involve the cultivation of emerging medical and health industries, promotion of investment and construction of major projects, as well as increased fiscal, tax, and financial support.
