The Guangxi government issued a notice on stabilizing employment in response to the novel coronavirus pneumonia epidemic on Feb 13, putting forward a set of policies on employment, social insurance, and labor relations to benefit people's livelihoods.
According to the notice, Guangxi will provide one-time employment subsidies of 2,000 yuan for each employee of qualified production enterprises and distribution companies that provide emergency materials for epidemic prevention and control during the Spring Festival. For human resource service agencies that provide job offers, employment and entrepreneurship service subsidies will be provided in accordance with regulations.
Small and medium-sized enterprises affected by the epidemic can defer payment of endowment insurance, unemployment insurance, and work injury insurance up to June 30, and eligible participants can enjoy various social insurance benefits. For insured small, medium, and micro enterprises with no or fewer layoffs in the region, 50 percent of the unemployment insurance premiums actually paid by the enterprises and employees in the previous year can be returned.
The notice also focuses on the proper handling of labor relations during epidemic prevention and control, including employment issues before the resumption of work, guidance to enterprises in making flexible arrangements in working hours and regulating employment management, as well as mediation and arbitration.
Non-profit positions for migrant workers and online employment recruitment services have also been promoted and optimized.
