Wei Guoqing was born to a Zhuang minority family in Guangxi in 1913. He had gone through the Long March and participated in the War of Resistance Against Japanese Aggression and the War of Liberation. He was an all-powerful general who dared to fight tough battles. Shortly after the founding of the People's Republic of China, Wei Guoqing was entrusted with an important mission. Mao Zedong sent him to Vietnam as head of the Chinese Military Advisory Group, to advise Ho Chi Minh on fighting the French. The Advisory Group worked closely with the Vietnamese side and made concerted efforts to win the victory of the Battle of Dien Bien Phu on May 7, 1954.

Mao Zedong enjoined Wei Guoqing before his journey to Vietnam, "You are just an adviser. You can give advice and find solutions. Do not keep everything in your own hand. You must unite with them and abandon the superiority complex of a big country."

Wei Guoqing kept Mao Zedong's instructions in mind. Under the leadership of Ho Chi Minh, he designed a border battle plan to wipe out the enemy on China–Vietnam border, opening a traffic line linking Guangxi in China and the north of Vietnam.
